They are depicted as a mobile, networked mercantile culture that prioritizes adaptive logistics over centralized state power. In many settings, the term Maxeler refers both to the people and to the modular trade infrastructure they deploy.

Origins trace to late 22nd-century frontier corridors in the Verdan Subcluster, where resource scarcity and shifting routes encouraged guilds to unite for secure passage, fair pricing, and dispute resolution. Rather than a single capital, Maxeler society centers on migrant camps and modular arcologies that can be relocated with space-teams and caravan fleets.

Their political structure is a confederation of guilds and caravans led by rotating guildmasters. Decisions are made by consensus in rotating councils; enforcement is contractual rather than coercive. The economy relies on a credit lattice—an interconnected, reputational system that links supply, demand, and risk across routes. They favor rapid transit, flexible contracts, and diversified markets.
