Origins date to the early third era, when the exiled prince Lysander established a river trading post that grew into a fortified town. Through the medieval period it expanded with canal networks, glassmaking, and a thriving textile industry, becoming a key waypoint for caravans and ships.

Governance rests with the Lumen Council, a body comprising merchant-house heads, guildmasters, and senior scholars. The council directs urban planning, trade regulation, and public safety, while a rotating executive committee handles day-to-day administration.
