Ligipääsuriigieelsete

Ligipääsuriigieelsete is an Estonian term that roughly translates to "pre-access states" or "pre-access countries." It refers to countries that are not yet members of an organization but are actively engaged in a process of reform and alignment with the organization's standards and regulations with the goal of future membership.
