These entities are formed when multiple municipalities decide to cooperate on specific services or functions that are better managed jointly. The primary purpose of kuntajärjestöt is to achieve economies of scale, improve service quality, and ensure the availability of services across participating municipalities, especially in areas where individual municipalities might lack the resources or expertise.

Common services managed by kuntajärjestöt include social welfare and healthcare, education, waste management, and regional planning. The legal framework for their establishment is primarily governed by the Municipalities Act, which allows for the creation of joint municipal authorities (kuntayhtymät) or other forms of inter-municipal cooperation.
