Their purpose is to provide affordable spaces for culture and learning and to strengthen local cultural networks.

Typical Kulturhäuser combine several types of spaces, such as small theaters or auditoria, rehearsal rooms, galleries or exhibition spaces, libraries or media rooms, and meeting or workshop areas. They host a wide range of activities, including concerts, theater, film screenings, readings, visual arts exhibitions, workshops, language and literacy courses, and programs for children, families, seniors, and newcomers. Many programs emphasize participation, inclusion, and lifelong learning, with a strong orientation toward local communities.

Governance and funding usually involve municipal cultural offices or non-profit associations.
