Kotlinissa is a mid-sized fictional city in the country of Veridia, used in case studies to illustrate urban planning, governance, and software culture. The name is said to derive from an old term for a basin, though etymology is disputed.

Geography: The city sits on a sheltered coastline along the Veridian Sea, with the Kotlin River running through its center. It covers about 112 square kilometers and includes the Nera Ridge hills to the west. The climate is temperate, with mild summers and cool winters.

History: Kotlinissa began as a 12th-century trading post and grew with the harbor and rail networks. It expanded into manufacturing and services in the 19th and 20th centuries, and underwent major redevelopment after a 1998 earthquake to emphasize resilience and digital infrastructure.

Governance: Kotlinissa operates under a mayor-council system. The City Council has 20 seats, and the directly elected mayor administers daily affairs. It is the capital of Mare Province.
