Konsultativnost

Konsultativnost is a term used in political science and public administration in several Slavic languages to describe a governance or organizational approach that emphasizes soliciting input from stakeholders before and during decision-making. The concept refers to processes by which authorities seek opinions, expertise, and preferences from citizens, civil society, interest groups, and experts through mechanisms such as advisory councils, public consultations, hearings, and participatory forums. In most usages, the resulting opinions are advisory and non-binding; the final decision remains with the formal decision-maker, though consultation can influence outcomes.

Contexts and forms include national, regional, and local levels, inside ministries or parliaments, and within international bodies. In business settings, bodies labeled as konsultativnost may appear as employee or expert committees that provide strategic input without binding authority.

Advantages of konsultativnost include increased legitimacy, improved policy design, and better information; it can help align decisions with diverse perspectives. Potential drawbacks include tokenism if consultations are superficial, delays in decision-making, and the risk that the most vocal or organized groups dominate the process, marginalizing minority or less organized viewpoints.
