It refers to how well a person can understand and use a language across reading, listening, speaking, and writing. In practice, keeleoskustasemetele are often expressed using standardized scales so that abilities can be compared across contexts and institutions.

The most widely used reference framework is the Common European Framework of Reference for Languages (CEFR), which defines six levels from A1 to C2. The levels describe overall communicative ability and break down competence into receptive skills (listening, reading) and productive skills (speaking, writing).
