Kapitalrörelseöppenhet, often translated as capital account openness, refers to the extent to which capital can flow freely into and out of a country. This includes the ability of individuals and institutions to invest in foreign assets, borrow from foreign lenders, and repatriate profits. A high degree of capital account openness implies minimal restrictions on such cross-border financial transactions.

The concept is distinct from trade liberalization, which focuses on the free movement of goods and services. Capital account openness, conversely, deals with the movement of financial assets. Countries may choose to liberalize their capital accounts to attract foreign investment, which can boost economic growth, create jobs, and facilitate technological transfer. It can also allow domestic investors to diversify their portfolios and access a wider range of investment opportunities.

However, capital account openness also presents potential risks. Large and sudden inflows or outflows of capital, often referred to as capital flight, can lead to exchange rate volatility, financial instability, and macroeconomic imbalances. Developing countries, in particular, may be more vulnerable to these risks due to less developed financial markets and weaker regulatory frameworks. The debate on the optimal level of capital account openness continues among economists and policymakers, with varying perspectives on its benefits and drawbacks for different national economies.
