Kalastusvalvonta

Kalastusvalvonta, literally “fisheries surveillance” in Finnish, refers to the activities and authorities responsible for monitoring and enforcing the laws governing fishing and aquaculture. Its purpose is to ensure the sustainable use of aquatic resources, prevent illegal, unreported and unregulated fishing, and protect marine ecosystems as well as the livelihoods dependent on fishing.

The work is carried out by a mix of national authorities, including police, border control and coast guard services, plus a designated fisheries administration within the government. At the European level, the European Fisheries Control Agency (EFCA) coordinates cross-border inspections, data sharing, and joint enforcement operations among member states to support a harmonized approach to fisheries control under the EU framework.

Key tasks of kalastusvalvonta include issuing and verifying fishing licenses and quotas, checking catch documentation and landing declarations, enforcing gear restrictions and mesh sizes, monitoring protected species and habitats, and ensuring compliance with seasonal and area closures. Inspections occur at sea and in ports or processing facilities, and enforcement actions may involve fines, license suspensions, or criminal charges for serious violations. Data collection and reporting—often through electronic logbooks, vessel monitoring systems (VMS), and port state control—support enforcement and policy decisions.

In Finland, kalastusvalvonta operates in alignment with national laws and the European Union’s Common Fisheries Policy, cooperating with EFCA and other member states to maintain consistent standards and respond to fishing activity that crosses borders.
