Küberturve, or cybersecurity, refers to the set of practices, processes, and technologies that protect information systems, networks, and digital infrastructure from unauthorized access, disruption, or damage. It covers prevention, detection, response, and resilience, and combines technical measures with organizational governance and legal frameworks.

Its scope includes government networks, critical infrastructure (energy, finance, transport, health), and private sector systems. Core activities are risk assessment, secure system design, identity and access management, encryption, continuous monitoring, incident response, business continuity, forensics, and security awareness.

Legal and institutional frameworks include national cybersecurity strategies, CSIRTs, and public‑private partnerships. At the European level, directives such as the NIS Directive, cooperation through ENISA, and cross‑border incident sharing shape küberturve. Estonia’s cyber defense emphasis since the 2007 attacks illustrates integration of security with digital public services.

Threat actors range from cybercriminals and hacktivists to state‑sponsored groups, targeting data, services, or influence. Küberturve aims to defend critical functions, respond to incidents, and support international cooperation while respecting privacy and civil liberties.

Key challenges include attribution, evolving attacker techniques, supply chain risk, and shortages of skilled personnel, all amid balancing security with economic and social interests. Continuous adaptation, investment in technology and talent, and robust international cooperation are regarded as essential to sustaining effective küberturve.
