In its fictional world, Jelbes serves as a regional trading hub and maritime community. The name is believed to derive from the Jelbe language, traditionally spoken by local fishers.

Jelbes is governed by a mayor and a nine-member town council, elected every four years within the story’s timeline, and a lay council advises on cultural affairs.
