Hovedinnsatsveier

Hovedinnsatsveier are the set of roads designated as the most important transport corridors for critical operations during emergencies and major incidents. The term is used in Norwegian transport and civil emergency planning to describe a restricted network of routes prioritized for rapid deployment of emergency services, evacuation, and maintenance of essential services.

The designation is based on several criteria, including connectivity to hospitals, fire stations, police facilities, government centers, and other critical infrastructure; road class and capacity; redundancy and alternative routes; travel time and reliability; weather resilience and winter service; and overall safety and vulnerability to disruption. The aim is to keep these routes open and usable even under strain and to ensure there are viable alternatives if one route is blocked.

In planning practice, hovedinnsatsveier are identified by road authorities in cooperation with emergency management, health services, police, and regional planners. They are integrated into municipal crisis management plans and transport strategies and are subject to regular review as conditions, risks, and traffic patterns change.

During incidents, these routes receive priority for snow clearance, traffic management, and the dispatch of responders, with dynamic signage and access controls designed to maintain passage for emergency operations and critical logistics. The designation also guides investments in road maintenance and resilience to reduce the impact of disruptions on emergency response and essential services.
