Hallintoviranomainen

Hallintoviranomainen is a term used in Finnish administrative law to refer to a public authority that performs official public administration tasks. A hallintoviranomainen can be a ministry, a government agency, a regional or local authority, or any other public body empowered by law to make decisions, supervise compliance, issue permits or registrations, provide services, and otherwise carry out tasks of public administration. Its core function is to implement laws and regulations and to produce binding administrative decisions that affect individuals, businesses, and other organizations.

The work of a hallintoviranomainen typically includes processing applications and requests, granting licenses and permits, conducting inspections, issuing administrative acts, and supervising adherence to applicable rules.
