Typical modules and capabilities include document and records management, case management and workflow, financial and asset management, human resources and payroll, procurement and contract management, tax and revenue administration, licensing and permits, and citizen-facing e-services and portals. Many implementations also include identity and access management, electronic signing, and secure data exchange with other agencies.

Because public bodies operate in a shared environment, haldustarkvarad are designed for interoperability, using APIs, service buses, and data exchange standards. In Estonia, for example, the X-Road platform provides secure data exchange between agencies; international deployments often follow open standards and reference architectures to enable seamless cooperation across ministries and local authorities.
