Haldusmäärus

Haldusmäärus is a legal term in Estonian administrative law that translates to "administrative regulation" or "executive order." It refers to a legal act issued by an executive body, such as a minister, government agency, or local government, to implement and specify laws passed by the parliament (Riigikogu). Haldusmäärus provides detailed rules and procedures for how a particular law is to be applied in practice.

Unlike laws, which set general principles and requirements, haldusmäärus fills in the gaps and clarifies the specifics. For example, if a law mandates certain environmental protection standards, a haldusmäärus might detail the specific testing methods, reporting requirements, and timelines for compliance.
