Halduskeeles

Halduskeele guidance is produced by public authorities such as the State Chancellery and ministries, and civil servants receive training in its use. Texts commonly rely on official forms and style guides and reflect legal requirements. Multilingual considerations are present, with official texts in Estonian and translations or summaries in minority languages and, in some contexts, English.

The aim is to reduce ambiguity, facilitate understanding, and streamline service delivery, but challenges remain in keeping terminology up to date, reconciling legal precision with plain language, and ensuring consistency across agencies.
