Characteristics include multi-year financing for infrastructure, education, research and social programs, and the possibility to adjust priorities at predefined review points. The start and end dates are defined for the period, with mechanisms to monitor progress and update assumptions.

Advantages of a fünfjahreszeitraum are strategic coherence, better prioritization of investments, and the ability to commit funds for long-term projects. Limitations include reduced flexibility in the face of unforeseen events and the risk of inertia if revision processes are weak.
