Förvaltnings

Förvaltnings is the Swedish term used to denote the act, process, and system of managing resources, people, and services within organizations and authorities. It is commonly used as a stem in compound terms such as förvaltningsrätt (administrative law), förvaltningspolitik (administrative policy), and förvaltningsmyndighet (administrative authority).

In public administration, förvaltning covers the implementation of laws, the delivery of public services, and the allocation of resources. In Sweden, the public administration is organized on several levels: central government with government agencies, regional authorities, and municipalities. The aim is to translate political decisions into concrete actions, ensuring legality, transparency, efficiency, and accountability. Key functions include policy execution, budgeting, procurement, supervision, and service provision to citizens.

The legal framework includes forvaltningslagen (Administrative Procedure Act), which governs how authorities make decisions, provide reasons, and offer appeal rights; and the general principles of openness and public access (offentlighetsprincipen). Public administration decisions are often subject to review by administrative courts within the förvaltningsdomstol system.

In the private sector, förvaltning refers to management of operations, assets, and personnel within organizations. Notable areas include ekonomisk förvaltning (financial management), corporate governance, and fastighetsförvaltning (property management).
