Foreldrerådet

Foreldrerådet, or the Parents' Council, is a formal consultative body at Norwegian primary and lower secondary schools. It is composed of parent representatives elected by the parents of pupils and serves as a channel for parental influence on the school's work and decisions. The council operates under Norwegian education law and is designed to strengthen cooperation between home and school.

In practice, the Foreldreråd typically includes one or more representatives from each class, along with a chair and often a deputy chosen from among the members. Members usually serve for a set term, commonly two years. The council’s work centers on matters that affect the learning environment, pupil welfare, and the basic conditions for education—such as routines, facilities, safety, and information flow.

The Foreldreråd collaborates with the school leadership and with other bodies in the local education system, including the elevråd (student council) and the school owner (the municipality or county). It is normally consulted on important decisions, such as the annual plan, budget, and major changes to policies or routines. The council may propose topics, submit formal proposals, and relay parental concerns to school management.

The council’s role is primarily advisory; it does not decide school policy on its own, though its input is considered in governance processes. Local regulations and national guidance determine the exact rights and procedures, which can vary between municipalities and schools.
