Fangmengen

Fangmengen, a German term meaning catch quantities, is a fisheries management concept referring to the legally permissible amount of fish or other aquatic organisms that may be harvested in a given period. They function as a cap on fishing activity and are used to prevent overfishing and support stock rebuilding. Fangmengen can apply to a single species, a stock across a region, or a particular fishing sector, and they may be expressed in weight, or in the number of individuals.

In practice, Fangmengen are typically determined as Total Allowable Catches (TACs) for defined stocks, based on scientific stock assessments, precautionary principles, and policy objectives. TACs are then allocated among countries, management units, or fishing sectors as quotas, which specify how much each fisher or vessel may legally catch. Quotas are monitored, reported, and enforced by national authorities and regional fisheries organizations.

The use of Fangmengen interacts with other management tools, such as effort controls, bycatch limits, and seasonal closures. The aim is to align fishing pressure with the stock’s renewable capacity, thereby promoting long-term sustainability and economic viability for fishing communities.
