EØSreguleringene

EØSreguleringene refers to the body of laws and regulatory acts that govern the European Economic Area (EEA) as applied to Iceland, Liechtenstein, and Norway. They consist of the EU acquis that is incorporated into the EEA Agreement, allowing the three EEA EFTA states to participate in the EU internal market without full EU membership.

The regulatory framework is created through the EEA Agreement and maintained by the EEA Joint Committee, which decides which EU acts are incorporated into the EEA. EU acts are either regulations or directives. Regulations are binding in their entirety and directly applicable in all EEA states without transposition. Directives set goals that member states must achieve and require transposition into national law by a deadline.

The scope of the EØSreguleringene covers a large portion of the EU internal market: the four freedoms of goods, services, people, and capital; competition rules; state aid; public procurement; as well as areas such as consumer protection, environment, and various sectors including transport and energy. Agriculture and fisheries are largely excluded from the EEA framework and instead governed by separate agreements.

Implementation is carried out by national authorities, coordinated through the EEA framework. The EFTA Surveillance Authority monitors compliance; disputes about EEA law can be brought before the EFTA Court or, in some cases, referred to the European Court of Justice for interpretation.

The purpose of the EØSreguleringene is to maintain a coherent single market for the EEA, providing legal certainty for businesses and individuals in Iceland, Liechtenstein, and Norway as well as EU member states.
