The concept emerged in the early 2000s as governments and international organizations sought to address unemployment, regional development, and innovation gaps.

Programs vary in scope and target audience. Some focus on high‑growth sectors such as technology or green energy, while others serve entrepreneurs from underserved communities or specific demographic groups. Common components include business plan workshops, access to seed capital, connectivity to investors, and regulatory guidance. Many programs run as public–private partnerships, leveraging university resources, incubators, and venture capital.

Notable examples include Estonia’s own Startup Russia program, EU-funded Horizon 2020 entrepreneurship grants, and the Global Startup Challenge. In Estonia, the Estonian Academy of Entrepreneurship oversees national initiatives, offering courses and startup accelerators that have produced companies like TransferWise (now Wise) and Skype.
