Ellenvetés

Ellenvetés is a Hungarian term used in legal and parliamentary contexts to denote a formal objection or counter-argument raised against a proposed measure, decision, or line of argument. The term is used to signal disagreement and to request reconsideration or modification of an act. It is primarily found in the legislative process and in certain administrative or judicial procedures in Hungary.

In legislative practice, ellenvetések may be submitted by lawmakers, political parties, or other designated participants during the consideration of bills, amendments, or motions. In judicial or administrative settings, a party may file an ellenvetés to challenge a ruling, procedure, or proposed interpretation, citing grounds such as legal defects, constitutional issues, or factual errors.

The procedure generally requires a written statement that specifies the grounds for objection and presents supporting arguments or evidence. The body responsible—such as a parliamentary committee, the plenary session, a court, or an administrative agency—reviews the objection within the applicable deadlines and may invite oral arguments or request additional documentation.

Outcomes vary by context. An ellenvetés can lead to amendments being proposed, a delay or reopening of discussion, or, if not accepted, continued processing of the original proposal. In some systems, it carries a formal procedural weight that ensures the objection is recorded and considered before a final decision is made.
