The EU Digital Services Act, often abbreviated as DSA, is a legislative package adopted by the European Union. Its primary objective is to create a safer and more accountable digital space for users. The DSA sets out rules for online intermediaries and platforms, particularly large ones, regarding the content they host and disseminate.

Key provisions of the DSA focus on tackling illegal content online, such as hate speech, terrorist content, and counterfeit goods. It imposes obligations on platforms to have clear and accessible terms of service, to establish effective notice-and-action mechanisms for reporting illegal content, and to be transparent about their content moderation practices. Larger platforms, designated as Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs), are subject to stricter obligations due to their significant reach and impact. These include conducting risk assessments, implementing mitigation measures, and allowing for independent audits.

The DSA also aims to enhance user rights by providing greater transparency about online advertising and recommender systems. Users will have more control over the content they see and will be better informed about why certain content is recommended to them. Furthermore, the regulation introduces strong enforcement mechanisms, with national authorities and the European Commission empowered to investigate and penalize non-compliance. The goal is to ensure a more competitive and fair digital market while safeguarding fundamental rights and promoting a trusted online environment.
