Key components typically include normative standards, monitoring and reporting mechanisms, decision procedures, sanctions or rewards, and avenues for appeal or remediation. Monitoring can be internal, through audits and supervision, or external, via independent oversight bodies. Sanctions range from warnings and fines to removal of privileges or more severe consequences. Transparency, consistency, and due process are central to legitimacy.
