The term is derived from the Finnish language, where "D" stands for *data*, and "casetuksen" is a shortened form of *käyttösuunnitelma* (usage plan or guidelines). These regulations are primarily based on the European Union’s General Data Protection Regulation (GDPR), which Finland adopted into its national legislation.

The DCasetuksen framework ensures that organizations handling personal data—such as social media platforms, e-commerce sites, or cloud services—comply with strict data protection principles. Key requirements include obtaining explicit user consent for data collection, providing transparency about data usage, and allowing individuals to access, correct, or delete their personal information. Businesses must also implement measures to protect data from breaches and report significant incidents to authorities within 72 hours.

DCasetuksen applies to both public and private entities operating in Finland, including foreign companies processing data of Finnish residents. Non-compliance can result in fines, with penalties potentially reaching up to 4% of a company’s global annual revenue or €20 million, whichever is higher. The Finnish Data Protection Authority (*Tietosuojavirasto*) oversees enforcement, conducting audits and investigations to ensure adherence to the regulations.

Beyond GDPR, DCasetuksen may incorporate additional Finnish-specific provisions, such as sectoral laws or guidelines tailored to local digital services.
