Basisforsyning

Basisforsyning is a concept in civil protection and public administration that describes the organized provision of essential goods and services required for the daily life of citizens and for the functioning of society, particularly during emergencies and crises. The concept encompasses planning, procurement, storage, logistics, and distribution, with the aim of ensuring timely access to necessities even when normal markets or supply chains are disrupted. Typical items include food and clean water, energy (electricity and fuels), medicines and medical supplies, heating and shelter, sanitation and hygiene products, as well as communications and transportation capacity.

Governance involves national and local authorities, emergency management agencies, critical infrastructure owners, retailers, manufacturers, logistics operators, healthcare providers, and non-governmental organizations. Key processes include risk assessment, stockpiling and stock rotation, demand forecasting, redundancy in supply chains, mutual aid and international cooperation, and the legal tools to activate reserves and coordinate distribution. During incidents, basisforsyning operations may be activated to prioritize needs for vulnerable groups and essential services, with coordinated public information and monitoring.

Challenges include maintaining equity and access, ensuring resilience of supply chains against disruptions, balancing costs and political trade-offs, and safeguarding against misuse or hoarding.
