Unlike the more common Einwohnergemeinden (municipalities based on residency), Bürgergemeinden are historically rooted in the concept of citizenship or communal membership, often tied to specific ancestral families or historical territorial ties rather than current residence.

Membership in a Bürgergemeinde is typically inherited and grants certain rights and responsibilities within the community. These can include the right to vote and hold office in the Bürgergemeinde, access to communal resources such as forests or agricultural land, and sometimes a role in the patronage of local institutions like schools or churches.
