Apparatchiks

Apparatchiks are individuals who hold bureaucratic positions within a political party or government, particularly in communist or former communist states. The term, often used pejoratively, refers to a functionary who is more concerned with maintaining their position and adhering to party dogma than with genuine political engagement or effective governance. Apparatchiks are typically characterized by their loyalty to the party hierarchy and their reliance on established procedures and protocols.

The apparatus refers to the organizational structure and administrative machinery of a party. Those within this structure are the apparatchiks.
