Ülekandumis

Ülekandumis is a concept in Estonia's post-communist history that refers to the transfer of power and property from one party or organization to another, particularly from the remnants of the Soviet era to the newly independent state.

In the late 1980s and early 1990s, Estonia and other Baltic states were transitioning from Soviet occupation to independence. During this time, many properties, assets, and institutions were transferred from the Soviet government to the newly established Estonian government. This process was often referred to as ülekandumis.

Many Estonians perceived ülekandumis as a crucial step towards democratization and decentralization. It allowed for the re-establishment of private property rights, the reorganization of state-owned enterprises, and the creation of new institutions.

Some critics argue that ülekandumis was also a means of allowing those in power to transfer their own assets and properties into private hands, thereby reinforcing their influence and control. Others have argued that the process was often opaque, with little transparency or accountability.

Despite these criticisms, ülekandumis played an important role in establishing a democratic, market-oriented economy in Estonia.
