Water-dependent is an adjective used to describe systems, places, or activities that require access to or proximity to a water body in order to operate, survive, or fulfill their function. The term is used in ecological contexts to describe species or habitats that depend on water availability, and in planning and policy contexts to identify uses that require access to water or water-related infrastructure.

In ecological terms, water-dependent species or habitats rely on water for essential processes such as hydration, breeding, foraging, or maintaining suitable environmental conditions. Examples include freshwater fish that need specific flows or water levels, amphibian wetlands, and riparian or estuarine communities. Changes in water quantity or quality can threaten these organisms and their habitats.

In planning and development, water-dependent uses are activities that require proximity to a water body or water infrastructure to function. This includes ports, harbors, marinas, ferry terminals, and other waterfront facilities; aquaculture and fish processing; desalination plants and cooling facilities for energy production; and sometimes tourist or recreational activities that rely on water access. Zoning and permitting policies commonly designate these uses as water-dependent to guide siting, infrastructure planning, and environmental safeguards.

Managing water-dependent systems involves integrated water resources management, protection of water quality, flood and drought resilience, and consideration of habitat impacts. Climate change, population growth, and overuse can increase pressures on water-dependent ecosystems and facilities, underscoring the need for sustainable management and monitoring.
