Governments are the institutions and processes through which a society makes and enforces collective decisions. They establish laws, provide public services, maintain order, defend against external threats, regulate the economy, and oversee social welfare. Legitimate authority is typically grounded in a constitution, legal norms, and the consent of the governed, though practices vary widely across countries and historical periods.

Governments take many forms. Broad categories include democracies, in which citizens participate in elections and political pluralism, and autocracies, where power is concentrated in a single ruler or small group. Political systems may be constitutional, with limits on authority, or absolute. They can be unitary, centralizing power in a national government, or federal, distributing authority to regional units. Common arrangements include parliamentary systems, where the executive is drawn from the legislature, and presidential systems, where the president is separately elected. Monarchies exist in constitutional varieties and, less commonly, in absolute forms. Public offices and civil services implement policy within the framework of laws and budgets.

Most governments organize around legislative, executive, and judicial branches that provide checks and balances. Elections, representative institutions, media scrutiny, and civil society offer accountability. Public administration translates policy into programs, while budgeting allocates resources. International law and treaties also shape government behavior beyond borders.

Governments face challenges such as corruption, inefficiency, unequal representation, and balancing security with rights. They evolve through reforms, social movements, and shifts in economic conditions. In a globalized world, sovereignty interacts with supranational institutions and cross-border governance in areas like trade, climate, and public health.
