Vannlagrene refers to the stored volume of freshwater held in natural or artificial reservoirs for later use. Storage can be in natural lakes with regulated outflow or in purpose-built reservoirs with dam structures. Capacity is measured in cubic meters and is managed relative to demand, hydrological forecasts, and ecological requirements.

Management and governance involve national legislation and agencies such as Norges vassdrags- og energidirektorat (NVE). Licenses and permits are issued under the relevant water resources laws (vannressursloven), with environmental and navigational considerations. Local authorities and municipalities participate in planning, and hydropower operators oversee daily reservoir operations based on inflows, weather forecasts, and minimum ecological flows.

Uses of vannlagrene are diverse. The primary user in Norway is hydropower, which relies on seasonal and multi-year storage to balance electricity supply. Drinking water systems depend on reservoirs to maintain supply and pressure. In agriculture and industry, stored water provides safety margins during dry periods, and reservoirs can also contribute to flood mitigation and recreation.

Environmental and social aspects are central to reservoir operation. The alteration of river regimes affects ecosystems, fish migration, sediment transport, and water quality. Policies aim to maintain ecological flows, mitigate habitat fragmentation, and involve stakeholder consultation. Climate change increases the importance of rainfall variability and reservoir resilience.
