The system relies on social dialogue rather than state regulation, with wage formation and workplace standards often set through bilateral sectoral agreements.

Origins date to the early 20th century, but its contemporary form was established by the Saltsjöbadenavtalet of 1938, which laid down norms for peaceful bargaining and made wage disputes the subject of negotiations between social partners, with arbitration as a last resort. This arrangement helped foster a long period of industrial peace and a centralized pattern of wage settlements.

Key actors include the trade union confederations and employer organizations. In Sweden the main unions and employers' associations negotiate within a framework that covers large portions of the economy. Many sectors operate under collective agreements regulating wages, working hours, vacation, and other terms, with such agreements often binding for non-union members through general applicability.

Today the unionssystemet is associated with both stability and challenge: it has contributed to relative productivity, wage growth, and social dialogue, but faces changes due to globalization, technological innovation, and new forms of work.
