Undercounting refers to a systematic shortfall where the reported total of a group, set, or value is smaller than the true amount. It occurs when individuals, items, or data points fail to be captured, recorded, or counted in a counting process such as a census, survey, inventory, or financial report.

In statistics and public administration, undercounting can arise from coverage errors, nonresponse, measurement error, or data-processing issues. Subgroups that are difficult to reach (migrants, homeless populations, remote communities), language barriers, distrust, or privacy concerns can lead to higher undercount rates.

Consequences include biased estimates, misinformed policy, underallocation of resources, and underrepresentation in political processes. In national censuses, undercounting of a demographic group reduces its political representation and funding. In health statistics, it can understate disease burden or service needs.

Mitigation strategies include improving coverage and response rates, using multiple data sources, applying statistical adjustments such as weighting, conducting post-enumeration surveys, employing capture-recapture methods, data linkage, and targeted outreach to hard-to-count populations.

Notes of caution emphasize that adjustments rely on assumptions and model choices; transparency, validation, and ongoing methodological research are important for credible estimates.
