ulkomaiset

Ulkomaiset is Finnish for “foreigners” or “foreign nationals.” In Finnish public discourse, the term commonly refers to people who are not Finnish citizens. The word stems from ulkomaainen (foreign) and ulkomaan (abroad); in everyday language it is used to describe people who are not part of the Finnish national population in terms of citizenship.

In administrative and legal contexts, ulkomaiset denotes non-citizens who are present in Finland and may include both temporary visitors and residents. Depending on the source, the category can cover non-Finnish citizens living in Finland, regardless of whether they hold EU/EEA citizenship. For some procedures, distinctions are made between ulkomaiset and citizens, with varying rights to residence, work, social services, and access to education. EU/EEA citizens typically have different rights of entry and residence, but can still be referred to as ulkomaiset in non-national terms.
