To be eligible, an individual must have been a member of an unemployment fund and accumulated sufficient work history. The amount of the allowance is based on previous earnings.

The basic unemployment allowance, or peruspäiväraha, is a national benefit managed by Kela, the Social Insurance Institution of Finland. This allowance is available to individuals who do not qualify for the earnings-related allowance, provided they meet the residency and employment history requirements. The amount is a fixed sum, not directly tied to previous income.

In addition to these main benefits, there are also employment-promoting measures. These can include participation in training programs, job search assistance, and entrepreneurship support, which are often integrated with the unemployment security system to help individuals find new employment. Eligibility for these services is usually determined by the local employment services. The duration for which unemployment benefits can be received is limited, and further requirements may apply after a certain period.
