Tolliametid, or customs authorities, are the government agencies in Estonia responsible for administering customs regulation, collecting duties, and overseeing the movement of goods and people across the country’s borders. The primary functions of tolliametid include collecting customs duties and, where applicable, value added tax and excise taxes on imports. Tolliametid also conduct border controls and inland inspections to prevent smuggling, fraud, and other violations, and they enforce sanctions and other enforcement measures. In addition, they manage customs declarations, customs regimes (such as transit and storage), and the administration of customs warehouses.

Organization and operations are structured around regional offices and border points, with a focus on risk-based controls to streamline legitimate trade while maintaining security. Tolliametid collaborate with other state authorities, including border guards and police, and participate in international and EU-wide procedures and information systems. As Estonia is a member of the European Union, tolliametid implement the EU customs code and harmonize procedures with EU laws and practices.
