Tieliikennelain, known in English as the Finnish Aviation Act, is the primary legislative framework governing civil aviation within the Republic of Finland. The Act was first enacted in 1969 and has been amended several times to keep pace with technological advances and international aviation agreements. It sets out the legal basis for activities such as aircraft operation, air and airport safety, air traffic management, and the licensing of pilots, aircraft and airworthiness officials.

The law establishes the Finnish Civil Aviation Administration as the responsible authority for oversight, certification, and enforcement. It defines the responsibilities of operators, including obligations to maintain aircraft in a condition conforming to safety standards, to secure proper insurance, and to follow air traffic control instructions. It also regulates the use of airspace by categorising it into controlled and uncontrolled zones and establishing rules for entry, departure and navigation.

Licensing provisions cover pilot certification, instrument rating, and commercial pilot licences, ensuring that personnel meet qualification criteria set by both national and European Union aviation standards. The Act also contains provisions on aircraft registration, maintenance schedules, and record keeping. Penalties for non‑compliance include fines, suspension or revocation of licences, and, where necessary, criminal charges for serious violations.

Internationally, the Act aligns with frameworks such as the Chicago Convention, the European Union Aviation Safety Agency regulations and is updated regularly to reflect developments in aviation technology, safety research and cross‑border cooperation.
