Initially, tekstivälineet allowed users to send one-way messages to a moderator or to a designated destination. However, as the service evolved, two-way communication became possible, enabling users to exchange messages with one another. This ability to send and receive messages created opportunities for public discussion and social interaction.

The tekstiväline network grew rapidly in the 1970s, with multiple networks and nodes being established across Finland. Users could access these networks through public terminals, such as those found in post offices, libraries, and other public spaces. The use of tekstivälineet remained relatively low-cost, as users only paid for the messages they sent, rather than maintaining a subscription or connection fee.

Tekstivälineet had significant cultural and social implications in Finland, particularly among the younger population. The ability to send and receive messages anonymously or under a pseudonym enabled people to discuss sensitive topics or engage in social movements without fear of retribution. This allowed for a relatively free and open exchange of ideas, fostering a sense of community and facilitating public debate.
