A teknokrat is a member of a technocracy, a hypothetical or actual form of government in which decision-makers are selected based on their technical expertise and scientific knowledge. The term originates from the Greek words "tekhnē" (skill, art, craft) and "kratos" (rule, power). The core idea behind technocracy is that complex modern societies can be best governed by individuals who possess specialized knowledge in fields such as engineering, economics, science, and administration, rather than by politicians elected through traditional democratic processes.

Proponents of technocracy suggest that it could lead to more efficient, rational, and evidence-based policymaking, free from the perceived biases and inefficiencies of political maneuvering. They argue that technical experts are better equipped to understand and solve societal problems by applying scientific methods and data analysis.

However, technocracy also faces significant criticism. Concerns are often raised about its undemocratic nature, as it would bypass the will of the general populace. Critics also question whether technical expertise alone is sufficient for effective governance, as ethical considerations, social values, and public opinion are crucial aspects of leadership. The potential for an elite ruling class disconnected from the needs of ordinary citizens is another common objection. While no pure technocracy has ever been fully implemented on a national scale, elements of technocratic decision-making can be observed in various governmental and organizational structures where expert advice plays a significant role.
