Töövõimetoetused are a system of financial support provided in Estonia to individuals who have a reduced work capacity. The primary goal of this system is to enable people with disabilities or health conditions to participate in the labor market and improve their quality of life.

The system is administered by the Estonian Unemployment Insurance Fund (Töötukassa). Eligibility for töövõimetoetused is determined based on an assessment of an individual's work capacity, which considers their health status, functional limitations, and the demands of various types of work. This assessment is carried out by medical experts and social workers.

There are generally two types of töövõimetoetused: a disability pension and a work ability allowance. The disability pension is a monthly payment for individuals who have lost a significant portion of their work capacity and are unable to work. The work ability allowance is provided to those whose work capacity is reduced but who are still able to engage in some form of employment, often with support or adaptations.

In addition to financial assistance, töövõimetoetused are often linked to rehabilitation services, vocational training, and support in finding suitable employment. The aim is to foster independence and integration into society and the workforce. The specific conditions, amounts, and application procedures are regulated by Estonian law and managed by Töötukassa.
