Säkerhetsmaktor is a term used in security studies and policy analysis to describe any actor that can influence security outcomes within a given system. In Swedish-language literature the concept is closely related to the more common term säkerhetsaktör, and refers to entities that shape safety, stability or defense through decisions, actions or influence. A säkerhetsmaktor can be a state, an international organization, a private company, a non-governmental organization or even an informal group or individual with security-relevant power or resources.
