Stjórnvald is Icelandic for a public authority or administrative body empowered by law to exercise public power and implement government policy. It encompasses central and local bodies such as ministries (ríkið), government agencies, independent regulatory authorities, and municipalities. These bodies are responsible for applying laws, making decisions within their remit, and delivering public services to citizens.

The primary functions of stjórnvald include issuing licenses and permits, regulating activities, enforcing compliance, supervising various sectors (such as health, environment, education, and transportation), and administering public programs. They operate under statutory procedures, with rules governing decision making, notification, hearings, and avenues for appeal.

Stjórnvald is subject to accountability and oversight mechanisms. Although part of the executive branch, public authorities operate under administrative law and their decisions are typically subject to judicial review and, in many cases, appeals to higher administrative authorities or to Parliament.
