Statsförvaltning is a Swedish term that refers to the central state administration and the public institutions that implement government policy and deliver public services. It encompasses ministries, government agencies (myndigheter), central boards and commissions, and the civil servants who staff them. The term is used broadly to describe the organizational structures, legal framework and routines through which the state exercises authority and carries out its tasks.

In Sweden, statsförvaltning operates within a framework of constitutional law and administrative law that emphasizes legality, impartiality and accountability. A characteristic feature is the formal independence of many government agencies from ministerial intervention in individual cases, a principle meant to safeguard rule of law and professional administration. The offentlighetsprincipen (principle of public access to official records) and the principle of proportionality are also central to administrative practice.
