Staatsconstitutie, literally "state constitution," is the fundamental legal framework that sets out the basic rules for the organization and operation of a state. It establishes the structure and powers of government, defines the relationship between the institutions of the state (for example, the legislature, executive, and judiciary), and enumerates the fundamental rights and freedoms of citizens. It also outlines the processes by which political authority is exercised and constrained, including election rules, citizenship, and the procedure for amending the constitution.

A staatsconstitutie may be codified as a single written document, or it may exist as an unwritten or partially codified system combining a core constitution with statutes, conventions, and judicial interpretations. In many jurisdictions it is considered the supreme law; constitutional changes typically require special majorities or dedicated procedures.

Key elements often found in a staatsconstitutie include: the division of powers among levels of government (unitary vs federal), the method of selecting or dismissing government leaders, guarantees of fundamental rights, mechanisms of checks and balances, and the creation of constitutional courts or supreme courts to resolve questions of constitutional law. It also situates the state in relation to international law and, in many countries, to regional or supra-national bodies.

In scholarship, the term staatsconstitutie is sometimes used to describe the overarching constitutional order of a state, distinct from ordinary statutes or administrative rules, while still forming part of the broader field of constitutional law.
