Sosiaalihuolto is the set of public social welfare services organized by municipalities in Finland. It aims to promote individuals’ well-being, safety, independence, and participation in society, and to prevent social problems or to relieve the effects of hardship. The services are intended to support people in different life situations, including families, the elderly, and persons with disabilities, as well as those facing economic or housing difficulties.

The scope of sosiaalihuolto is broad. It includes social work with individuals and families, child protection and welfare, services for older people and for people with disabilities, housing support and guidance, and help with daily life, income and social empowerment. It also covers services related to mental health, substance abuse, and integration support for immigrants and refugees. Services are often provided in various forms such as counseling, home care, institutional care, day activities, and other practical supports.

Assessment and planning are central to the process. When someone needs help, a social worker assesses the situation and, if appropriate, develops an individual service plan (asiakassuunnitelma) that outlines needed services, goals, and rights. People have rights within social welfare services and can appeal decisions; services should be accessible, timely, and respectful of privacy and dignity.

Governance and funding come from municipalities, supplemented by state transfers. Sosiaalihuolto coordinates with other public sectors, including health care and education, and collaborates with national authorities like Kela to provide various benefits and support measures.
