Siirtymähaasteet refer to the challenges that arise when a society, economy, or ecosystem undergoes a significant transition, most commonly in the context of moving from a fossil‑fuel based system to a low‑carbon economy. The term is used in both Finnish and broader European policy discussions to describe obstacles that must be addressed in order to achieve sustainable development goals.

The challenges can be grouped into economic, social, institutional and technological categories. Economically, industrial sectors that rely heavily on carbon‑intensive processes face structural change, loss of competitive advantage, and the need for new skills. Socially, transition can lead to job displacement, changes in community identity, and unequal distribution of benefits, potentially increasing inequality. Institutionally, governance structures may lack the flexibility or coordination mechanisms to manage complex, multi‑level changes. Technologically, the deployment of new energy systems, digital infrastructures, and circular economy practices requires innovation, investment and risk management.

Countries in the EU have adopted the concept to guide national strategies, such as Finland’s “Siirtymästrategia” which includes climate preparedness, industry transformation, and workforce training. Key practical responses involve creating incentives for green technologies, supporting retraining programs, establishing transition funds, and fostering stakeholder dialogue to align expectations and capacities. Monitoring progress through indicator sets, such as emissions reductions, renewable share, and employment in emerging sectors, helps ensure that transition decisions remain evidence‑based and inclusive.
