Savivaldos refers to the system of local self-government in Lithuania, through which municipalities exercise a degree of autonomy in managing public affairs within defined territorial units. It denotes the local level of governance that operates alongside the central state authorities.

The legal basis for savivaldos is the Lithuanian Constitution and the Law on Local Self-Government. The main institutions are the municipal council (savivaldybės taryba), elected by residents for fixed terms, and the mayor (meras), who leads the municipality’s executive branch. The municipal administration implements policies and manages day-to-day operations, while the council sets priorities and approves budgets.

Savivaldos encompass a broad range of powers and responsibilities. Local governments handle planning and land use, budgeting and public procurement, and the provision of many public services. They oversee education and culture at the local level, social services, housing and municipal infrastructure, waste management, local roads, and local transport. They also enforce local regulations and cooperate with state institutions to meet national standards and mandates.

Funding for savivaldos comes from a mix of local taxes and fees, intergovernmental transfers, and European Union funds. Central government remains responsible for ensuring legal compliance and delivering nationwide programs, while municipalities retain autonomy to tailor solutions to local needs. Local authorities often cooperate through associations to represent urban and rural interests and coordinate cross-border initiatives.

Historically, savivaldos were re-established after Lithuania’s independence in 1990 and have since been central to democratic governance at the local level.
